REQUEST FOR PROPOSALS
PROFESSIONAL SERVICES
RFP #12-013

The Akwesasne Housing Authority (AHA) is soliciting proposals for Professional Services from qualified firms and individuals or a proposed Low-Income Housing Tax Credit (LIHTC) development project to be located in the Territory of Akwesasne.

SCOPE OF SERVICES

The intent of the proposal to assist the Housing Authority with the following:

1. All work involved to submit a LIHTC application and associated requirements;
2. Work-in-place inspections throughout the construction phase;
3. Environmental Phase I report;
4. Construction plans and specifications for project including all required engineering & civil plans;
5. Asset Management services for one year including initial tenant file certification, review and training.

SUBMITTAL OF PROPOSALS

Proposals must be received in our office no later than 4:00 pm, October 15, 2012. Please email proposals in PDF format, labeled, “Professional Services Proposal, RFP 12-013” to Retha M. Herne, Executive Director at rherne@akwehsg.org . Please contact Retha Herne, Executive Director with any

questions you may have regarding this RFP or any of the requirements outlined in the Scope of Services to be completed.

REQUIREMENTS OF THE PROPOSALS

1. Cover letter
2. Names of the Owner, Partner, or Officers of the business.
3. Description of Experience related to LIHTC services:

a. Describe the experience of the firm;
b. Describe the specific experience of the firm providing design services for LIHTC developments.
c. Description of experience in Indian Country: Describe any relevant experience of the firm, involved principals and any assigned staff for project located on Native American land.
NOTE: A condition of this RFP will be that the selected firm has no less than twenty-five (25) projects specifically financed through the LIHTC program (other low-income housing experience will not be applicable.

4. Description of experience related to design services:

a. Describe the general experience of the firm. Describe the specific experience of the firm providing design serves for LIHTC developments.
b. Description of experience in Indian Country: Describe any relevant and direct experience of the firm, involved principals and any assigned staff in design and specification writing services for projects located on Native American land.
NOTE: A condition of this RFP will be that the selected firm has no less than twenty-five (25) projects specifically financed through the LIHTC program (other low-income housing experience will not be applicable.

5. Description of experience related to environmental services:

a. Describe the general experience of the firm.
b. Description of experience in Indian Country: Describe any relevant experience of the firm, involved principals and any assigned staff in providing survey services for LIHTC projects located on Native American land.

6. Description of experience related to civil engineering services:

a. Describe the general experience of the firm.
b. Describe the firm’s ability and experience in working cooperatively with Owners, Municipalities and Utility companies to provide for a fluid completion of the project.
c. Description of experience in Indian Country: Describe any relevant experience of the firm, involved principals and any assigned staff in providing survey services for LIHTC projects located on Native American land.

7. Certifications and Licenses: Include a copy of any pertinent licenses or certifications. LEED Certified professionals may be given preference.
8. References: Include a minimum of ten (10) references.
9. Disclosure of Claims: Disclose any claims, lawsuits, or formal disputes for work or services previously or currently being performed.
10. Cost Proposal: Detail all costs required to assist with these services.
11. Timetable for completion of the services: Outline the expected timeline to complete the full scope of services.

INDIAN PREFERENCE REQUIREMENTS

Projects operated with assistance under the NAHASDA with implementing regulations at 24 CFR 1000.48 are subject to Section 7(b) of the Indian Self Determination and Education Assistance Act (25U.S.C. 450E(B)). Section 7(b) provides that any contract or subcontract pursuant to an Act authorizing grant to Indian organizations or for the benefit of Indians shall require that, to the greatest extent feasible, (1) preference and opportunities for training and employment shall be given to Indians, and (2) preference in the award of contracts or subcontracts shall be given to Indian organizations and Indian-owned economic enterprises as defined in Section 3 of the Indian Financing Act of 1974(25U.S.C. 1452).

An Indian firm will be granted fifteen points of the total possible 100 points. Any applicant seeking to qualify for the Indian Preference shall submit to the Housing Authority acceptable proof of at least 51% Indian ownership and control.

GENERAL BACKGROUND

The AHA will be submitting an application for an award of Low Income Housing Tax Credits to the New York State Division of Housing and Renewal in 2013.

COMPENSATION

The proposal should provide a cost for all work associated with the provision of these services. The final cost of services may be negotiated, prior to award of the contract.

INSURANCE

The awardee is an independent contractor, and therefore is responsible for all its own benefits, insurances, etc. Selected firm will be required to provide Certificate of Insurance for General Liability and Errors and Omissions, as applicable.

INTERVIEWS

The AHA reserves the right to interview the candidates prior to the final selection. A recommendation by the Executive Director will be made to the Board of Commissioners, who will then make the final selection. The successful firm or individual will be notified shortly thereafter so that the audit process can begin as soon as possible.
