Request for Proposals

The Sault Ste Marie Tribe of Chippewa Indians Housing Authority is requesting proposals from qualified individuals and firms for professional services for a proposed low-income housing tax credit development to be located in St. Ignace, Michigan.

The intent of this proposal is to assist the Housing Authority with the following:

  1. All the necessary work to submit an LIHTC application and associated requirements to the Michigan State Housing Development Authority (MSHDA) to include, but not limited to:
    1. Environmental
    2. Market Study
    3. Architectural Design and Engineering
  2. Onsite inspections throughout the construction phase.
  3. Asset Management Services for one year
    1. Initial tenant file certification / review
    2. Staff training

Proposals to provide these services must be submitted to the Housing Authority by 4:00 P.M., Wednesday, October 31, 2012.

Indian Preference

This proposal is open to Indian and Non-Indian individuals or firms.  Indian preference will be given in the award of contracts “to the greatest extent feasible” as determined in Sec 7(b) of the Indian Self Determination and Education Act (25 U.S.C. 450e (b).

The Firm will be required to give Indian Preference when hiring, employing and/or sub-contracting and will place this requirement in any and all contracts. All individuals or firms are advised that this proposal is subject to HUD’s Indian Preference Regulations, contained in 24 CFR 1000.

The STHA reserves the right to reject any and all bids and to waive informalities in the bids received whenever such rejection or waiver is in the best interest of the STHA.
