SCIA Oversight Hearing to Address Indian Gaming Over Next Quarter-Century

The attention comes after a major milestone in Indian gaming law—the Indian Gaming Regulatory Act turned 25 in October of last year.
Federal officials and tribal leaders will present on the state of the Indian gaming industry, which took in $28 billion in 2013, and what is anticipated before the half-century mark.
One particularly controversial item on the agenda will be the proposed Tohono O'odham Nation off-reservation casino near Glendale, Arizona. Two tribal leaders, two lawyers and a local official will discuss the resort and the potential law that threatens it: H.R.1410, the Keep the Promise Act. This legislation would arbitrarily rewrite the federal law that authorizes the Nation to pursue economic development on its West Valley property, which was recently taken into trust by the U.S. Department of the Interior. The City of Glendale passed a resolution opposing H.R. 1410 last March. In so doing, the City recognized that H.R. 1410 would prevent the Nation from creating thousands of jobs and hundreds of millions of dollars in annual economic impacts in the West Valley. By unilaterally rewriting a tribal settlement agreement, the bill would also set a dangerous precedent for tribes across the United States, according to a West Valley Resort press release.
On Tuesday, July 15, 2014, a majority of the Glendale City Council approved a resolution to officially support the Tohono O’odham Nation’s West Valley Resort project, rescinding its earlier opposition.
Sen. Dianne Feinstein (D-California) will also revisit her call for a limit on the number of tribal casinos in her state, S.477, the Tribal Gaming Eligibility Act.
