Why is the answer always to increase the bureaucarcy? What does promoting the AS/IA to secretary level accomplish? The mission is the same and most likely the results would be the same. And why would the government ever agree to create a cabinet level position to oversee fewer than 2 million people. I am often reminded of a statement made by the late Philip Martin (Mississippi Choctaw) when discussing the paternalistic nature of the BIA. He said "I have been all over the world. I guess I know how to go to Washington and back." If you want to do something about the BIA, find a few more Philip Martins and take the fight to them. The BIA is not going to change unless its constituents force it to change.
