Kevin Gover is a super smart guy, but the field has shifted since the 1990's. The President and the Secretary are much more supportive of tribes, so the Assistant Secretary can be bolder. On the other hand, the federal funding situation is much tighter. Washburn can do more to promote economic development, and needs to do more because the federal funding is tightening up. Interior just took a lot of land into trust to build an oil refinery at MHA Nation, and nobody blinked. That's the kind of action needed from Washburn. Tribes need more support with planning, so I hope he can promote that one small but critical component.
