A federal judge could make a ruling as early as Monday on whether to grant the Seneca Nation of Indians a temporary restraining order that would stop New York State from collecting taxes on cigarette sales to non-natives. Judge Arcara reserved his decision Friday, while the state plans to begin collection of the taxes from major wholesalers on September 1.
